1. U.S. billionaires would pay tax on unrealized gains from their assets to help finance President Joe Biden’s emerging social-policy and climate-change legislation, according to a proposal unveiled by the top Senate Democrat for tax policy.

2. A man who opened fire with a handgun at a shopping mall in Boise, Idaho, killing two people and injuring several others, including a police officer, died on Tuesday from wounds sustained during the violence a day earlier, authorities said.

1. U.S. President Joe Biden signed an order imposing new vaccine requirements for most foreign national air travelers and lifting severe travel restrictions on China, India and much of Europe effective Nov. 8, the White House said.

2. Two people were killed and four others, including a police officer, were injured on Monday in a shooting at a shopping center in Boise, Idaho, that ended with the lone suspect taken into custody, authorities said.
